Hastings Borough Council is delivering an ambitious programme of regeneration investment through the Local Regeneration Fund (Towns Fund). This includes the Hastings Town Centre Public Realm and Green Connections Project, the new Hastings Castle Visitor Centre, and a range of initiatives focused on heritage, culture, public spaces, connectivity, business growth and community renewal across the borough.

We are looking for a Regeneration Programme Officer to support the successful coordination, monitoring and governance of these projects, helping to ensure investment is translated into lasting benefits for residents, businesses and visitors alike.

This is a unique opportunity to join the Council at an exciting time and play a key role in delivering some of the most significant regeneration projects currently underway in Hastings. While the role will primarily support the Towns Fund programme, it will also provide opportunities to contribute to wider regeneration and economic development initiatives, offering valuable experience across a broad range of place-based investment activity.

About the Role

This is an exciting opportunity to work at the heart of one of the most significant regeneration programmes currently being delivered in Hastings.

Working closely with the Town Investment Programme and Partnerships Manager, wider programme team, project managers, consultants, contractors, funding partners and stakeholders, you will support the coordination and monitoring of a diverse portfolio of regeneration and capital projects from planning and procurement through to delivery and completion.

You will:

Support the delivery and coordination of regeneration and capital projects
Maintain project plans, action logs, risk registers, decision records and programme documentation.
Assist with programme governance, including project boards and Town Deal Board meetings.
Prepare agendas, circulate papers, take minutes and track actions.
Support the preparation of reports, presentations and briefings for senior officers, Members, boards and funding bodies.
Monitor project milestones, outputs, outcomes, budgets and programme performance information.
Coordinate responses to programme enquiries and liaise with council officers, partners, consultants, contractors, businesses and community stakeholders.
Help identify and escalate programme risks, issues and dependencies through established governance arrangements.
Support stakeholder engagement and communications activity relating to regeneration projects and investment programmes.

About You

We're looking for someone with excellent organisational skills and the ability to manage multiple priorities while maintaining a high level of accuracy and attention to detail.

You will ideally have:

Experience working within a project or programme environment.
Experience supporting regeneration, economic development, local government, capital projects or other complex programmes.
Experience preparing reports, meeting papers, briefings and correspondence.
Experience maintaining project documentation and coordinating information from a range of sources.
Strong communication and stakeholder management skills.
Good analytical and administrative skills, with the ability to maintain accurate records and audit trails.
Strong IT skills, including Microsoft 365 applications.
An understanding of project management principles, governance and monitoring processes.

Experience within local government, capital projects or public funding programmes would be advantageous but is not essential.

Building Maintenance Surveyor

Permanent Role

Hastings Borough Council is seeking an experienced and self-motivated Building Maintenance Surveyor to join its Building Surveying Team and make a positive impact on the Council’s property portfolio.

In this role you can enjoy the flexibility of hybrid working, allowing you to work from home or at our seafront Hastings Office, or a combination of both. It should be noted that the position entails travel to our office and throughout the borough for regular site visits and meetings, that on occasion may be at short notice.

Purpose of the Job:

As a Building Surveying Technician with us, you'll play an important role in assisting the Principal Building Surveyor and Building Surveyor in delivering the Council's in-house building surveying function.

Your prime responsibility will be to effectively deliver a range of minor repair and cyclical maintenance activities, along with a variety of other small improvement and alteration works on a broad range of buildings, built assets, and infrastructure in the Council’s diverse non-housing, operational, amenity, commercial and public realm property portfolio.

Examples of Key Responsibilities:

Carry out site inspections, measured surveys, and produce schedules of work and quotation documents for a variety of small maintenance and improvement works on the Council’s property portfolio and other built assets under its annual repairs & renewals programme. Monitor works to completion ensuring they are caried out in accordance with current health and safety regulations within the allocated budget and to the agreed standard and timescales.
Manage consulting structural engineer’s annual health and safety inspection of the Council’s concrete promenade and other structures. Produce schedule of work and obtain costings for the resulting concrete health and safety repairs under the council’s annual repairs & renewals programme. Monitor works to completion ensuring they are within the allocated budget and to the agreed timescales.
Issue works orders for responsive repairs using the Council’s term maintenance contractor’s minor works contract portal. Monitor works to completion ensuring they are within budget and to the agreed standard and timescales.
Manage the council’s bus shelter annual reactive repair and replacement programme, ensuring that it is undertaken within the allocated budget and agreed timescales.
Manage the periodic inspections and electrical circuit testing including certification, and general maintenance and reactive repairs to the Council’s public realm amenities and decorative lighting installations in accordance with statutory regulations.
Manage the council’s street nameplate reactive repair and replacement programme ensuring that it is undertaken within the allocated budget and agreed timescales.

Some Essential Requirements:

ONC or HNC in building construction, building surveying or civil engineering studies or a similar allied subjects at an equivalent level.
Demonstrable experience in property maintenance, improvement, and alteration environment.
Experience in obtaining quotations, job administration and completion of minor repair work projects including negotiation and agreement of final accounts.

Good verbal communication and contract negotiation skills
Current clean full UK Driver’s License and access to own vehicle for business use.

Who are you?

The ideal person for this role will have experience in assessing and determining planning applications. You may already be assessing more complex planning applications, but if you haven’t this is an opportunity for you.

As a Senior Planning Officer at Hastings you would deal with larger household applications, large minor applications and occasionally small major applications. You will also be able to demonstrate a good knowledge of Development Management. You’ll have the ability to read and assess plans, write accurate and concise reports, as well as meet tight deadlines.

You will be able to project manage your work to meet Council and Government targets and you’ll have good knowledge of planning legislation and policy at local, regional, and national levels.

You’ll have excellent communication and customer-care skills and be comfortable presenting at meetings including Planning Committee. You will have the ability to work flexibly, as part of a busy and high performing team. You may have relevant qualifications but if you don’t, it’s not a problem because we can provide you with opportunities to undertake relevant training, should you wish to do so, to help you develop in your role and further progress your career.

Market supplement (Plussage)

A market supplement equivalent to 10% of basic salary is currently payable in addition to the Grade 5-4 salary. The supplement reflects current recruitment and market conditions and will be reviewed every 12 months in accordance with the Council’s Market Pay Policy

Following a review, the supplement may be reduced or withdrawn where the available market evidence no longer supports its continued payment.
